Stuart Murray was the Chief Engineer of Water Supply and the architect of the Irrigation Act of 1886 which is now perceived as a very important piece of legislation for water resources in Australian history. In short, water resources in Victoria were deemed too important to be left in the hands of private land owners and were transferred to the Crown.
